The eastern bridge deck and girders have been removed across the old public parking lot and Old Avon Street.  Work is continuing over the railroad tracks and has progressed to Water Street.  Vehicular travel on Water Street will be restricted to one lane with flagging to accommodate 2 way travel.  Work will require the closure of sidewalk on Water Street under the bridge – alternating between the northern and southern sidewalk.  Pedestrians will be directed to the open sidewalk segment.  Both vehicular and pedestrian travel on Water Street will be intermittently stopped for up to 15 minute intervals for certain work activities.

Public utility relocation continues – 9th/Avon Street, 9th/Avon/Garrett/Levy intersection, Levy Avenue, Graves Street between 9th/Avon and Monticello Road & Monticello Road from Graves Street to Old Avon.  Vehicular traffic will be flagged intermittently at these various locations in the daytime as connection points are unearthed, tested, disinfected and tied-in to activate the new waterline.  Nighttime flagging is expected on 9th/Avon Street on Wednesday, February 16th starting at 9PM.  Work is expected to be complete this week.

A sanitary sewer pipe will begin relocation with flagging of vehicular traffic at the Garrett Street/6th Street SE intersection on Tuesday, February 15th.   Vehicular travel will be restricted on two roads – 6th Street SE will be closed to northbound travel after Hinton Avenue before its connection with Garrett Street and Garrett Street will be closed to eastbound travel before 6th Street SE.   Work will progress to the east along Garrett Street with additional traffic impacts that will be announced in future traffic alerts.

Waterline work will continue from East South Street onto 6th Street SE Street.  Work will be completed with flagging of vehicular traffic in the daytime and no service interruptions are expected.

To accommodate this utility work, segments of sidewalk and crosswalks will also be closed as work progresses down the alignment.  No street will have both sides of the sidewalk closed at the same time.  The western crosswalk at the Garrett Street/6th Street SE intersection will be closed with pedestrians directed to use the other three crosswalks.  The eastern sidewalk on 6th Street SE where it terminates at East South Street will be closed a few sidewalk segments earlier.  The southern crosswalk at the 9th/Avon/Garrett/Levy intersection will be closed with pedestrians directed to use the other three crosswalks.  The eastern crosswalk across Levy Avenue at the 9th/Avon/Garrett/Levy intersection will be closed with pedestrians directed to use the other three crosswalks.  The eastern sidewalk on Monticello Road between Levy Avenue and Graves Street will be closed with the detour route being the western sidewalk.  The southern sidewalk along Graves Street between Monticello Road and Little Graves Street will be closed with the detour route being the northern sidewalk.

The southern sidewalk along Old Avon will be closed between Monticello Road and where it terminates near East South Street.

Monticello Road will be flagged intermittently between Graves Street and Old Avon Street as the crane removes full sections of the eastern bridge and a storm sewer line is installed.

Pedestrian access will be maintained throughout the project area and access to private parcels will be accommodated.

Construction is being conducted by Caton Construction Group, Inc. for the City of Charlottesville’s Department of Public Works. The pedestrian pushbuttons at the 9th/Avon/Levy/Garrett intersection have been relocated to the large, wooden signal poles (NE, NW and SW corners) and an auxiliary wooden post with metal conduit (SE corner).

Work zone is posted at 25 MPH – please drive carefully with phones down.
