Limited work and traffic impacts are expected on Monday, April 18th in observance of Easter. Work is expected to resume on Tuesday, April 19th through to Saturday, April 23rd. Work on Saturday should not impact 9th/Avon corridor but will be focused on side streets including Water Street.
A sanitary sewer pipe is being relocated on Garrett Street. Garrett Street is currently closed between 310 Avon Street and the signalized intersection of 9th/Avon/Garrett/Levy. Garrett Street’s closure will change on Tuesday, April 19th with Garrett Street reopened to WESTBOUND vehicular travel between 6th Street SE and the signalized intersection of 9th/Avon/Garrett/Levy. Old Avon will be also be closed on Tuesday, April 19th at the signalized intersection of 9th/Avon/Garrett/Levy through to the next week. Eastbound vehicular traffic must use either Monticello Avenue to access 9th/Avon Street or 6th Street SE to East South Street to Old Avon to Monticello Road to 9th/Avon Street. Sewer service will not be interrupted.
Flagging will also occur within the intersection of Garrett Street and 6th Street SE for sanitary sewer work.
To accommodate this utility work, segments of sidewalk and crosswalks will also be closed as work progresses. No street will have both sides of the sidewalk closed at the same time. The northern sidewalk on Garrett Street will be closed between 6th Street SE and the driveway entrance to 310 Avon Street OR between the driveway entrance to 310 Avon Street to Old Avon with pedestrians directed to the southern sidewalk. One leg of the crosswalks at the Garrett Street and 6th Street intersection will be closed at a time with pedestrians directed to the other three, open crosswalks. The southern crosswalk across Old Avon and the western crosswalk across Garrett at the 9th/Avon/Garrett/Levy signalized intersection will be closed with pedestrians directed to the other three, open crosswalks.
Vehicular traffic will be flagged on Old Avon as well as East South Street to install new stormwater pipe.
The eastern sidewalk along 9th/Avon Street will be closed between Levy Avenue and Graves Street to relocate private utility lines. Pedestrians will be directed to the mid-block crossing at Graves Street across 9th/Avon Street as well as the crosswalks at 9th/Avon/Levy/Garrett intersection. Graves Street between 9th/Avon and Monticello Road as well as Monticello Road between Graves Street and Old Avon will be flagged intermittently. These impacts are expected through the end of April 2022. Levy Avenue will be closed to westbound outgoing traffic at the signalized intersection of 9th/Avon/Garrett/Levy as CenturyLink relocates lines to a manhole within the roadway.
The southern sidewalk along Old Avon Street is closed between Monticello Road and where it terminates near East South Street.
Monticello Road will be flagged intermittently between Graves Street and Old Avon Street as a temporary wall is erected to prepare for the permanent wall/bridge construction. The northern sidewalk along Graves Street will be closed between Monticello Road and 9th/Avon Street.
Vehicular traffic under the bridge on Water Street will be flagged intermittently as construction vehicles enter and leave the work zone where a new construction entrance is being erected. The southern sidewalk will be closed and pedestrians will be directed to the northern sidewalk. Both impacts are expected for several months as construction continues on the new pier.
Clearing of vegetation on Water Street near the existing pedestrian tunnel to/from the Downtown Mall via the Pavilion on Water Street will begin. Pedestrian travel through the tunnel as well as along Water Street will be intermittently stopped for 15 minute intervals.
Pedestrian access will be maintained throughout the project area and access to private parcels will be accommodated.
Construction is being conducted by Caton Construction Group, Inc. for the City of Charlottesville’s Department of Public Works. The pedestrian pushbuttons at the 9th/Avon/Levy/Garrett intersection have been relocated to the large, wooden signal poles (NE, NW and SW corners) and an auxiliary wooden post with metal conduit (SE corner).
