A sanitary sewer pipe is being relocated on Garrett Street and within the 9th/Avon/Garrett/Levy intersection. Garrett Street will be closed between 310 Avon Street and the signalized intersection of 9th/Avon/Garrett/Levy AND Old Avon reopened when crews are not on site starting Friday, April 29th through the weekend. The detour route is Old Avon to East South Street to 6th Street SE. Garrett Street will be fully reopened to vehicular travel between 6th Street SE and the signalized intersection of 9th/Avon/Garrett/Levy AND Old Avon closed when crews are on site starting on Monday, May 2nd. Sewer service will not be interrupted. Work will be proceeding through the 9th/Avon/Garrett/Levy intersection and proceeding to the northbound travel lane on 9th/Avon traveling to Graves Street. Please drive slow within the work area, pay attention to the changing work zone and follow instruction from uniformed construction workers.
To accommodate this utility work, segments of sidewalk and crosswalks will also be closed as work progresses. No street will have both sides of the sidewalk closed at the same time. The southern crosswalk across Old Avon, the western crosswalk across Garrett and the northern crosswalk across 9th/Avon at the 9th/Avon/Garrett/Levy signalized intersection will be closed with pedestrians directed to the mid-block crossing at Graves Street and the other 2 open crosswalks at the 9th/Avon/Garrett/Levy signalized intersection.
Vehicular traffic will be flagged on Old Avon as well as East South Street to install new stormwater pipe.
The eastern sidewalk along 9th/Avon Street will be closed between Levy Avenue and Graves Street to relocate private utility lines. Pedestrians will be directed to the mid-block crossing at Graves Street across 9th/Avon Street as well as to the open crosswalks at 9th/Avon/Levy/Garrett intersection. Graves Street between 9th/Avon and Monticello Road as well as Monticello Road between Graves Street and Old Avon will be flagged intermittently. These impacts are expected through mid-May 2022.
The southern sidewalk along Old Avon Street is closed between Monticello Road and where it terminates near East South Street.
Monticello Road will be flagged intermittently between Graves Street and Old Avon Street to set and operate the crane.
Vehicular traffic under the bridge and east of the bridge on Water Street will be flagged intermittently as construction vehicles enter and leave the work zone where a new construction entrance is being erected and grading operations performed. The northern sidewalk under the bridge is closed and pedestrians are being directed to the southern sidewalk. Two new, ADA ramps have been constructed to allow pedestrians to cross Water Street under the bridge or pedestrians may choose to use the existing crosswalk at the Downtown Transit Station. Flagging of vehicular traffic and the northern sidewalk closure are expected to last for several months as construction continues on the new pier and work begins on a new detention system.
Grading on Water Street near the existing pedestrian tunnel to/from the Downtown Mall via the Pavilion on Water Street will continue. Pedestrian travel through the tunnel will be intermittently stopped for up to 15 minute intervals.
Pedestrian access will be maintained throughout the project area and access to private parcels will be accommodated.
Construction is being conducted by Caton Construction Group, Inc. for the City of Charlottesville’s Department of Public Works. The pedestrian pushbuttons at the 9th/Avon/Levy/Garrett intersection have been relocated to the large, wooden signal poles (NE, NW and SW corners) and an auxiliary wooden post with metal conduit (SE corner).
